Weren't the USSR Gulags for re-education? Gulag is the acronym for "The Chief Administration of Corrective Labor Camps and Colonies" (Russian - Glavnoye Upravlyeniye Ispravityel'no-Trudovih Lagyeryey i koloniy) (GU from the first two words and LAG from the fourth word.)
