Probably caused by "welfare cuts that promise to make the futures of these youths even bleaker". These youths have no jobs, no hope of jobs, never had jobs, don't know how to work a job and it is sad that welfare is their only hope. All brought on by a liberal welfare state that has failed to educate, destroyed families and hindered creative energy.
